ISLAMABAD: The National Cybercrime Investigation Agency’s (NCCIA) complaint processing delays and technical problems with its online complaint portal have alarmed the Senate Functional Committee on Human Rights.
The body, presided over by Senator Samina Mumtaz Zehri, examined the NCCIA’s performance, cybercrime complaint redressal delays, the process used in blashphemy related cases, and the status of Ahmed Javed’s murder case in Lahore.
Senator Quratulain Marri told the group that despite making a formal complaint through legal counsel, no meaningful action had been taken in response to a persistent online campaign against her and her famly on social media.
The online complaint system was impacted by operational and technological limitations, the NCCIA officials informed the committee. While the portal was being fixed, they said written complaints could also be filed through attorneys for prompt processing. Additionally, the committee was informed that actions pertaining to the restriction or blocking of problematic online content were often finished within 15 days.
Senator Zehri voiced his displeasure with the delay and questioned whether the complaint should be rendered powerless by technical justifications. The same thoughts were expressed by Senator Rana Mahmoodul Hassan.
In light of these worries, the committee made the decision to call a meeting of the NCCIA director general on July 17 to provide an update on the online complaint portal’s current state, complaint processing delays, enforcement deadlines, response procedures, and performance-enhancing initiatives.
Cases of blasphemy
The Punjab home secretary also briefed the committee on blasphemy cases. The gathering was informed that a special committee established to look into these issues had convened twice. In order to increase collaboration, bolster prosecution, and expedite legal proceedings, the secretary stated that an inter-agency coordination system had also been formed.
The committee was informed that a specialized monitoring center was keeping an eye on blasphemous information on the internet and that the PTA was receiving actionable reports.
Senator Zehri requested a thorough explanation of the updated procedure for filing formal complaints in blasphemy situations.
